It must also register, whatever its turnover, if it supplies services to businesses in other EU countries. Buying goods from the EU above €10,251.61 a year, or services from abroad above €15,600, triggers registration too. A foreign business with no Cyprus establishment has no threshold at all. Notification is due within 30 days, and late registration costs €85 a month plus the VAT itself. ## Cyprus VAT registration rules, 2026 - **Turnover threshold, looking back**: Taxable supplies over €15,600 in the previous twelve months, tested at the end of every month (In law) - **Turnover threshold, looking forward**: Taxable supplies expected to pass €15,600 within the next thirty days (In law) - **Services to EU businesses**: No threshold. Register from the first taxable supply in Cyprus unless the customer reverse charges (In law) - **EU small business scheme**: An EU business with under €100,000 EU turnover and under €15,600 in Cyprus may be exempt after prior notification (Confirm) - **Notification deadline**: Within 30 days of the end of the month the threshold was passed, or before the end of the thirty-day forward period (Confirm) - **Late registration penalty**: €85 for each month of delay, plus the VAT that should have been charged (In law) - **Late return and late payment**: €100 per late return. 10% of unpaid VAT plus interest at 3.5% for 2026 (In law) - **Returns and payment**: Quarterly, filed and paid by the 10th day of the second month after the period ends (In law) - **EU sales statement**: Monthly by the 15th of the following month. €50 for each late statement (In law) - **Deregistration**: Possible when taxable supplies fall below €13,668.81 and are expected to stay there (Confirm) ## How to register for VAT in Cyprus 1. **Confirm the trigger.** Identify which of the seven applies and the date it was met. That date fixes both your deadline and your effective date of registration. 2. **Assemble the file.** Company certificates, tax identification number, proof of the registered office, and evidence that the business is real and trading. 3. **Apply online.** Registration is filed through the Tax For All portal on form TD 1101, with the expected turnover and the nature of the activity. 4. **Certificate and first return.** The certificate shows your number, effective date and quarter cycle. Update invoices, tell EU clients, and diarise the first return. ## Free tools on this page - **Cyprus VAT registration checker**: Tests a business against all seven Cyprus VAT registration triggers: turnover looking back and forward, services to EU businesses, EU acquisitions of goods, services received from abroad, sales to EU consumers, and foreign businesses with no establishment. Returns which triggers are met and why. - **Cyprus VAT late registration calculator**: Calculates the registration deadline from the month a threshold was passed, the number of months late, the €85 monthly penalty, VAT due on past sales, the 10% additional tax and indicative interest at 3.5%. - **Cyprus voluntary VAT registration calculator**: Compares the first-year and ongoing effect of registering for Cyprus VAT voluntarily: input VAT recovered on running and setup costs against margin lost on sales to consumers who cannot recover VAT. ## Questions and answers ### Is the €15,600 Cyprus VAT threshold per calendar year? No. It is tested at the end of every month on the twelve months just ended. A business that earns €16,000 between July and the following June has passed it in June, even though neither calendar year reached the figure. ### What counts towards the Cyprus VAT registration threshold? All taxable supplies made in Cyprus, including zero-rated ones, net of VAT. Exempt income such as interest, insurance commission and residential rent is left out, and so is the one-off sale of a capital asset like a van or equipment. ### I only have one foreign client. Do I really need a Cyprus VAT number? If that client is a business in another EU country, yes, from the first invoice and at any value. You will not charge Cyprus VAT, but the sale has to be reported on the EU sales statement under your number. If the client is outside the EU, the sale counts towards no threshold and creates no obligation by itself. ### Do software subscriptions bought from abroad count? Yes. Cloud software, advertising, freelancers and professional fees bought from suppliers outside Cyprus are services received from abroad. Once they pass the threshold in any twelve months you must register and account for the VAT on them yourself. ### How long do I have to register for VAT in Cyprus? Thirty days. For the backward-looking test it runs from the end of the month in which you passed the threshold. For the forward-looking test it runs from the day you had reason to expect it. The €85 monthly penalty starts when that window closes. ### What happens to sales I made before registering late? VAT is due on them from the date you should have been registered. If your customers are businesses, you can usually issue VAT-only invoices and they recover it. If they are consumers, the VAT normally comes out of what you were already paid. The calculator above shows both cases. ### Can I reclaim VAT on costs from before registration? Usually yes, on goods you still hold and on services received for the business, within the statutory time limits and with proper invoices in the company's name. It is claimed on the first return. ### Does a Cyprus holding company need a VAT number? Not for receiving dividends, and it cannot register voluntarily on that basis. It must register if its purchases of services from abroad or goods from the EU pass the thresholds. If it also charges management fees or lends at interest to its group, the position changes and is worth a review. ### We are a foreign company selling into Cyprus. Is there a threshold? No. A business not established in Cyprus registers from its first taxable supply here, unless the customer is a Cyprus business that reverse charges. Sales of goods and digital services to Cyprus consumers from elsewhere in the EU are normally handled through your home one-stop-shop instead. A small EU business may qualify for the cross-border exemption introduced in 2025. ### Do I need a Cyprus bank account or office to register for VAT? A Cyprus company needs a registered office in any case. A bank account is not a legal condition of VAT registration, but the Tax Department looks for evidence of real activity, and refunds are paid to an account you nominate. Non-EU businesses generally need a fiscal representative. ### Can I deregister from Cyprus VAT if turnover falls? Yes, once taxable supplies are below the deregistration limit and expected to stay there, and provided no other trigger applies. On leaving, VAT may be due on stock and assets on which you recovered input VAT. ### Is VAT registration the same as tax registration in Cyprus? No. Every Cyprus company gets a tax identification number for income tax when it is formed. The VAT number is separate, has its own application, and is only issued once a trigger is met or a voluntary application is accepted. ## Contact Aqualis Ltd, https://www.aqualis.com.cy
